The Federal Reserve’s July 2026 bank survey found that banks left standards basically unchanged over the second quarter for most residential mortgage categories. What the July survey actually says
The Federal Reserve’s July 2026 Senior Loan Officer Opinion Survey, published August 3, says standards were basically unchanged for most residential mortgage loans, with a modest net share of banks reporting eased standards for jumbo mortgages. It also reports weaker demand, on balance, across residential real-estate loan categories in the second quarter.
The survey is a report of bank lending conditions, not an FHA handbook update and not a prediction for a particular borrower. HUD’s Handbook 4000.1 remains the consolidated source for FHA Single Family Housing policy, so buyers should separate broad market commentary from program rules.
