Can Florida Housing Assistance Work With an FHA Loan?

Short answer

Yes. Florida Housing lists assistance options that can be paired with eligible FHA first mortgages, including FL Assist and the 2026 Hometown Heroes program for qualifying buyers. The assistance is generally a second mortgage—not a free grant—and it must be used with an approved Florida Housing first mortgage through a participating lender. Program eligibility and available funding must be confirmed for your specific purchase.

Start by separating the FHA loan from the assistance

FHA insures the first mortgage under federal rules. Florida Housing administers its own first-mortgage and down-payment-assistance programs. You do not simply attach a Florida Housing second loan to any FHA mortgage. Its Homebuyer Program overview says assistance is available only with a Florida Housing first mortgage through an approved participating lender. I check that program pairing before discussing a dollar amount.

What is FL Assist?

Florida Housing currently describes FL Assist as up to $10,000 for eligible FHA, VA, USDA and conventional loans. It is a 0% deferred second mortgage, not a forgivable grant. Florida Housing says repayment becomes due when the property is sold, transferred, the first mortgage is paid off or refinanced, or the buyer stops occupying it as a primary residence. I want buyers to know that a later refinance can trigger repayment, because that changes the value of a “refinance later” plan.

Who qualifies for the standard Homebuyer Program?

Florida Housing currently lists a 640 minimum credit score, approved homebuyer education, a participating program lender, county purchase-price and income limits, and its first-time-buyer definition. It says a buyer generally must not have owned and occupied a primary residence during the prior three years. Program and FHA requirements both matter; a buyer can meet one and miss the other. I would verify current guidelines and lender overlays against your actual file, not assume the website checklist is an approval.

What about Hometown Heroes in 2026?

Florida Housing’s 2026 Hometown Heroes page says its eligible first mortgages can include FHA and describes occupational, full-time employment, income and first-time-buyer requirements. It lists assistance of up to 5% of the first loan amount, with a $10,000 minimum and $35,000 maximum, as a 0% deferred second mortgage. That second mortgage is not forgivable and can become payable on sale, refinance, deed transfer or loss of primary occupancy. Funding availability and current program rules can change, so I check them before anyone writes an offer around the program.

Do not confuse these with a grant

The words “assistance,” “credit” and “grant” are often used as if they mean the same thing. They do not. FL Assist and Hometown Heroes are described by Florida Housing as repayable deferred second mortgages. Another program may have a payment or forgiveness schedule. I would show the first mortgage, second mortgage, cash to close, monthly obligations and repayment triggers together so the buyer knows what they are accepting.

  1. Does the current Florida Housing first mortgage permit FHA for this buyer and property?
  2. Is the lender approved and is funding available for this program today?
  3. Do the buyer’s income, price, occupancy, education and credit meet all applicable limits?
  4. What is the second mortgage balance, payment if any, and repayment trigger?
  5. How do the combined rate, costs and cash to close compare with an FHA loan without assistance?
